The Terrace Bay Council meeting commenced at 6:30 PM with the approval of the agenda and minutes from the previous session.

Bobby Spadoni addressed the council in a measured tone, speaking on behalf of the Aguasabon Golf Club. He sought council support in discussions regarding the township potentially assuming responsibility for certain club operations. Historically self-sustaining, the club has struggled in recent years due to declining volunteer participation and rising expenses. Currently operating at a deficit, it requires approximately $30,000 to cover outstanding debts. It remains uncertain whether these financial difficulties are linked to the mill shutdown, which prompted many workers to relocate over the past year.

Council members recognized the golf course’s significance to the community and its local economy, particularly as a recruitment tool for businesses, including the potential reopening of the mill. They expressed a willingness to explore solutions and directed the administration to collaborate with the club to assess viable options.

The council reviewed and approved the 2025 operating and capital budgets, setting a municipal tax levy at $3.8 million and an education tax levy at $300,000, bringing total property tax revenue to $4,127,567.78. The average residential tax bill will increase by approximately $99.46 per year. Council members commended the administration for its diligence in preparing the budget.

Administration proposed the formation of a Beautification Committee to assist in maintaining public flower beds and landscaping. The committee will include six community members, one staff member, and one council representative, with additional volunteers assisting as needed. The council approved the initiative and will begin seeking volunteers.

Operational challenges at the ski hill were also discussed. The ski lift gearbox malfunctioned after only one day of operation this season, requiring heavy equipment for repairs, which will be deferred until spring. Council also addressed the need for certified lift mechanics and rental equipment upgrades. A temporary solution for grooming equipment was arranged by borrowing a machine from another department. The facility has faced additional strain due to record snowfall levels compared to the previous year.

The council approved rolling over unspent tourism marketing funds from the 2024 Municipal Accommodation Tax into 2025. Efforts are ongoing to fill committee vacancies in key sectors, including culinary, retail, arts, and culture.

Finally, the council passed a by-law adopting the 2025 financial estimates before requesting a short recess. The meeting then moved in camera to address confidential matters.
