Neepawa Council Welcomes Community Delegation, Addresses Bulk Water Issues

This week, Neepawa Town Council welcomed a delegation from the Neepawa Community Ministries Centre and addressed concerns about the town’s malfunctioning bulk water station.

Neepawa Community Ministries Centre: Supporting the Community Since 1886

Amanda Naughton-Gale, Director of the Neepawa Community Ministries Centre, presented an overview of the organization’s history and services. Operated by the Salvation Army, which has served the community since 1886, the Centre runs a successful thrift store that generates 85% of its operating funds.

The organization provides essential services, including a food bank, emergency assistance programs, Christmas hampers, and connections to other social services. Naughton-Gale emphasized that all funds raised—whether through thrift store sales or fundraising efforts—stay within the community.

Looking ahead, the Centre is planning an expansion to better serve its clients. The proposed upgrades include increased food bank space, a community kitchen, and private areas for consultations and educational programs. Naughton-Gale hopes construction will begin this summer, though several steps remain before work can commence. To support facility improvements, the Centre has applied for funding through the town’s community grant program, specifically for roof repairs.

Council Reports: Immigration, Recreation, and Infrastructure

Mayor Brian Hedley reported on a visit from Labour and Immigration Minister Marcelino, who outlined new immigration strategies. Hedley also met with representatives from the Town of Carberry and the Municipality of North Cypress-Langford to discuss their Health Action Committee and potential opportunities for regional collaboration.

Councillor Yvonne Sisley highlighted two ongoing initiatives from the town’s recreation department: the upcoming Winter Festival on February 16 (coinciding with Louis Riel Day weekend) and a bingo contest for I Love to Read Month. Meanwhile, Councillor Darryl Gerrard provided an update from the County Courthouse Committee, which is working on setting a new budget while awaiting a provincial review to guide future plans.

Public Works and Bulk Water Station Upgrade

Manager of Operations Denis Saquet reported that public works staff remain busy with ongoing snow removal efforts. The department currently has three job openings in addition to seasonal positions.

Council also addressed issues with the town’s bulk water station, which has been experiencing intermittent malfunctions. Maintenance crews have managed to restore limited functionality, but Council approved a resolution to upgrade the station. The improvements are expected to be completed within the next few weeks.

Residential Subdivision and Funding Applications

The town is preparing to apply for funding from the Canada Housing Infrastructure Fund to help cover costs for a proposed residential subdivision. Earlier in the evening, an open house on the subdivision project attracted significant community interest.

Additionally, Council reviewed a new lease for the Neepawa and Area Planning District and went over the regular financial report.
