Planning for Progress: St. Stephen Council Approves 2025 Budget and Sets Goals for Economic Growth
In a meeting held in the Moosehead Room of the Garcelon Civic Centre, the Municipal District of St. Stephen Council tackled key issues shaping the town’s future, including the 2025 municipal budget, a business improvement levy, and strategies for economic growth.

Among the highlights was the council’s approval of a special business improvement levy aimed at bolstering local business development. This levy is expected to provide vital resources to enhance the economic landscape of St. Stephen, fostering growth and opportunity for businesses across the district.
The 2025 municipal budget was a central focus, with Chief Administrative Officer Jeff Renaud presenting what he described as the "final draft" of the budget. The proposed budget totals $14,158,049 and reflects a forward-thinking approach, including a 4% reduction in both residential and non-residential tax rates. Additionally, funds will be allocated to reserves, ensuring resources are available for future projects. “It’s a relief to be able to sit here with what we think is the final draft,” Renaud said, emphasizing the collaborative effort behind the budget’s development.
Economic development emerged as another priority during the meeting, with council members discussing strategies to make St. Stephen more competitive in attracting and retaining businesses.
The meeting concluded with reflections on the past year’s challenges and achievements, as well as a call for greater unity within the district. Councillor Emily Rodas spoke passionately about the importance of fostering a shared identity among urban and rural residents. “I think we really need to get away from this urban-rural divide. St. Stephen has always been one community, regardless of where you live,” she said, advocating for a sense of collective pride and belonging.
With a clear vision for 2025, the St. Stephen Council is focused on collaboration, fiscal responsibility, and strategic growth, ensuring the community thrives in the years ahead.
