Eastern Charlotte Tackles 2024 Budget

The Municipality of Eastern Charlotte held its regular council meeting for the month of December 2023 at the Magaguadavic Place in St. George. The meeting covered various important agenda items, including old and new business, department reports, and resolutions.

The meeting began with the adoption of the agenda, followed by the disclosure of conflict of interest and the adoption of minutes of previous council meetings. Councillors discussed various minutes from previous meetings and made motions to adopt them. Additionally, the public had the opportunity to address the council, with one resident encouraging others to attend council meetings and engage in open dialogue.

A significant part of the meeting was dedicated to the budget presentation for the year 2024. Jason Gaudet, Chief Administrative Officer for Eastern Charlotte and the former CAO for the Town of St. George before amalgamation, presented the budget. Gaudet highlighting key aspects such as assessment, revenue, and expenses. He also underscored that, because this is only the beginning of year two after amalgamation which saw St. George, Blacks Harbour, Beaver Harbour, Bonnie River, Back Bay and Pennfield become the same community now known as Eastern Charlotte, there are still a few hiccups that are getting ironed out.

"As Councillor Hatt mentioned, this is just year two for Eastern Charlotte as we move into 2024," said Gaudet. "Many of the things in the fiscal budget of 2023 didn't share completely across the board all of the expenses. So 2024 is really a step in that direction of properly sharing across the board all the subunits with many of the general government costs for the year. So it's not a full step, but we are gradually making our way through the life of Eastern Charlotte and move ahead."  

Gaudet went on to go over the details of the budget, and the council passed motions to transfer funds from the general operating fund to the general operating reserve fund, from the utility operating fund to the utility operating reserve fund. They also passed resolutions regarding the 2024 budget presentation, general operating budget, and non-residential and heavy industrial tax ratio, as well as the utility budgets and water and sewage systems fees and charges for St. George and Blacks Harbour.

One councillor expressed concern over the decrease in equalization grants, emphasizing the impact on the operating budget. The council also discussed the pending approval of the ATV bylaw and urged the public to engage with their MLA to address the issue.

Councillor Alexa Detorakis highlighted the challenges posed by cuts in unconditional grants from the government, emphasizing the need for a pragmatic evaluation of the value of the investment with the service commission.
