The Town of St. Andrews conducted a special council meeting on December 11, 2023, with a focus on policy approvals and fiscal decisions. The meeting commenced at 6:30 p.m. and was the last official meeting of 2023 before the holidays.

The session kicked off with the consideration and unanimous approval of the Town of St. Andrew's Children and Vulnerable Persons Policy. This policy seeks to ensure the safety and welfare of children and vulnerable persons involved in community programs or services, emphasizing the responsibility to foster secure environments and practices.

A motion to cancel the regular council meeting scheduled for December 18, 2023, was then passed, aligning with the year-end proceedings at the special council meeting.

Fiscal matters took center stage as the council approved the transfer of funds from various reserve funds to finance capital projects in 2023. This included moving $449,000 from the General Capital Reserve Fund to the General Capital Fund, $32,000 from the Utility Capital Reserve Fund to the Utility Capital Fund, and $170,000 from the General Operating Fund to the General Capital Reserve Fund. 

The meeting also saw the approval of a mental health forum proposal by Matthew Dickson. The forum aims to facilitate a community-wide conversation about mental wellness, reduce the stigma surrounding mental health, and empower the community to prioritize mental well-being. The unanimous support from the council underscores its commitment to promoting mental health within the town, with allocated funds for the event.

Council members expressed gratitude to town staff for their dedication throughout the year. The mayor commended the council's proactive approach and collaborative efforts, emphasizing the importance of finding common ground for the betterment of the community.
