Highlights From The Municipal District Of St. Stephen Council Meeting For June 15, 2023

Council for the Municipal District of St. Stephen discussed the strengths and weaknesses of the Public Works Department, along with recommendations for improvement and future planning, at the first council meeting for the month of June 2023. 

Representatives from GEMTECH Consulting Engineers and Scientists were in attendance to make a presentation on a five-year strategic plan for the department, focusing on the transportation, water treatment and distribution, and wastewater collection and treatment units. The presentation highlighted strengths and weaknesses in the transportation unit, water treatment and distribution unit, and the wastewater collection and treatment unit.

Some of the key takeaways from the presentation were the need for increased investment in capital infrastructure, improved asset management procedures, and a need to create culture of continuous improvement. The importance of succession planning for certain positions and increasing administrative capacity was also emphasized, as well as the integration of younger staff through training and mentorship programs. The upcoming amalgamation of the municipal district with other areas was mentioned as a potential future challenge that requires strategic planning and asset management.

The discussion then shifted to the reduction in salt and sand usage for snow control in the municipality. Notably, changes were implemented, resulting in a significant reduction in the amount of sand used. However, using straight salt can lead to faster corrosion on equipment. 

Finally, an update was provided on a municipal well at Maxwell Crossing. A turbidity issue occurred due to a collapsed extension pipe, and efforts are underway to assess the well's condition and the impact of losing the extension pipe. A long-term strategy for the water source is being developed, considering current and future needs and planned growth. Council members raised questions about the well's structure, water sources, redundancy options, and the capital and treatment costs of alternative water sources.
